Business Support Service for Improved Supply Chain Management

The project focuses on improving the Supplier Management Information System (SMIS) of Angkor KasekamRoongroeung (AKR) rice milling company, with support from the German Investment and Development Corporation (DEG). This assignment is the basis for future improvements of the supply chain of AKR including the improvement of the contract farming system and the seed system. Over time, the SMIS will fully integrate with the Enterprise Resource Planning (ERP) system that AKR might use to optimize product planning, cost control, milling, service delivery, marketing and sales. We believe that the establishment of an effective SMIS will support the transformation of AKR into a world-class rice milling and marketing company and cement its position as a market leader in Cambodia.

Description of actual services provided in the assignment

The overall purpose of the consulting services is to establish an integrated approach to paddy procurement with a sophisticated database and an integrated management information system at its foundation. The establishment of this system supports the transformation of AKR into a world-class rice milling and marketing company and cement its position as a market leader in Cambodia. The consulting services aims to:

  1. Improved efficiency of paddy procurement: The SMIS will enable AKR to have a better knowledge of its suppliers, both in terms of geographical locations, volumes procured, and procurement prices. This will translate into lower costs of procurement activities.
  2. Improved quality of paddy procured: The detailed information on suppliers will enable AKR to assess the quality of paddy procured and target its procurement activities to those suppliers who provide better paddy. This will translate in higher milling recovery and higher prices of rice.
  3. Improved timeliness of paddy procurement: Collection of detailed information of its suppliers will better enable the company to time its procurement activities in such a way that it can outperform its competitors and fill its orders in a timely manner. This will translate into faster fulfilling of orders and lower financing costs.
  4. Increased access to finance and investment capital: Improved supply chain management practices of AKR will attract the interest of banks and financial organizations who will look at AKR as a rare case of modern and transparent management in rice milling not only in Cambodia but also in the region.
