ACI is preparing a Proposal Strengthening International Food Safety Standards in Agricultural Value Chains in Central Asia. 
We are seeking the following positions


1.    Team Leader and Food Safety Risk Analysis Specialist
  a.   Requirement
    •  Team leader shall have between 10-15 years international work experience including in developing countries (i.e., preferably in central Asian                       countries or CAREC Region) in food safety standard development, risk analysis and operationalization in value chain. 
    •  The candidate shall have master’s degree in food science/food microbiology/food chemistry or related areas.
 b.  ToR
    As an expert in the food safety standards the consultant will accomplish the following tasks:
    (i) Lead and develop a detailed plan of TA activities such as team mobilization, planning of field work, trainings, workshops, timeline for accomplishing              key tasks, guide team’s communication and consultation with participating SPS agencies and border points in Central Asia;
    (ii) Liaise with international technical agencies and development partners active in the field in Central Asia and internationally;
   (iii) Develop methodology accomplish four outputs undertake the various components of the TA including (a) updating and harmonizing regulations to             meet international standards (b) Up gradation of infrastructure and laboratory faculties (c) capacity building of food inspectors, laboratory services               and value chain operators (d) Developing Regional networks and linking them with global networks;
  (iv) Prepare reports and conduct training in risk analysis and development of risk based inspection of both domestic and imported products;
  (v) Lead and coordinate in country and regional training and workshops;
  (vi) Prepare TA inception, midterm and final reports; and
  (vii) Assist the clientin development of knowledge products based on findings, success stories and best practices emanating from TA.

2.   Food Safety Technical Regulation Specialist
a.   Requirement
  •   The consultant shall have between 10- 15 years proven experience in reviewing and developing technical regulations on Food Safety at national and          international levels. 
  •    Work experience in CAREC countries will be an advantage. 
  •    The candidate will have a master’s degree in a related field (food technology/food law and regulations).
b.   ToR
  (i) Conduct needs assessment for regulations, strategies and guidelines to be developed;
  (ii) Develop and/or modify regulations, guidelines and codes of Practices as based on the needs assessment report in compliance to international food            safety standards; and
  (iii) Provide implementation plan and support.

3.   Food Safety Laboratory Inspection Specialist
  a. Requirement
    •  The consultant shall have over 15 years international experience in setting up, operationalization and accreditation of food safety inspection                         laboratories. 
    •  The candidate will have a master’s degree in a related field (food science/technology, food microbiology/biochemistry) Work experience in CAREC               countries will be an advantage.
 b.  ToR
   (i) Develop a cost estimate plan for upgrading of laboratories including national referral laboratories, border inspection laboratories and other                          infrastructure requirement;
  (ii) Assess and identify of National and Regional Referral Laboratories;
  (iii) Develop a cost estimate plan for regional referral laboratory, fixed and operations resources requirements;
  (iv) Prepare a financing plan for the implementation of the infrastructures, laboratories, and inspection services to international food safety standards;               and
   (v) Prepare for accreditation of laboratories.

4.  Food Value Chain and HACCP Specialist
  a.  Requirement
    •  The consultant shall have over 10 years experience in working with food value chain operators, implementation of GHP. 
    •  The candidate will have a master’s degree in a related field (food science/technology, food microbiology/biochemistry). 
  b.  ToR
    (i) Train food inspectors in GHP and HACCP audit
    (ii) Develop inspection manual and checklist regarding on GHP and HACCP;
   (iii)Train value chain operators in implementation of GHP
   (iv)Train technical staff to develop and implement HACCP plan, monitoring, verification and internal audit.

5.   Food Safety Network Development Specialist
  a. Requirement
    •  The consultant shall have over 10 years experience collaborating with different national food safety institutions. 
    •  The candidate will have a master’s degree in a related field (food science/technology, food microbiology/biochemistry) Work experience in CAREC               countries will be an advantage.
   b.  ToR
     (i) Prepare a framework for the National Food Safety Network and CAREC Food Safety Network;
     (ii) Provide technical support for the development of informative and interactive food safety website for the CAREC Food Safety Network;
    (iii) Provide technical support for regional workshops and developing platforms for information and expertise sharing in Central Asia;
    (iv) Support trainings, workshops, and seminars.
